Without hesitation I have to say qmail, I have run it in a school
with many users and few problems.

Ick, personally I'd use either Exim or Postfix with the Cyrus POP3 
server, not sure about webmail though, Squirrelmail?[1]

I'd even use sendmail in preference to qmail

Checking what the default config of the dedicated servers Rackspace 
offer would be the best first step though, as they will probably be
set up with sane defaults.

[1] Not even sure if that is a webmail server TBH
