I've always avoided Windows installs onto NTFS on dual boot boxes, or ensure user files are on FAT32 and keep the OS files on NTFS for better security. However my mount manual page does imply you can choose an ordinary user and group (uid, gid options) to have access to NTFS files in the mount options. Perhaps you can also specify a selection of mounts for different users for the same filesystem, although I don't think you'll be able to mount it twice it might work to allow an ordinary users access to their own files.
