Possibly. Depends on ERP (effective radiated power). You are allowed 100mW, so 
with a 50mW AP, a low power antenna is fine. 

In practice you are fine if you dont interfere with anyone else. If you do, 
the radio people will come round and you can usually sort things out with 
them amicaably.
