There isnt one due to the mp3 patent issue. (I believe that RedHat have 
even removed mp3 players due to the patent problem).

Two options:
a) download bladeenc (google it)
b) install oggenc

Ogg Vorbis: variable rate compression, widely supported, patent-free 
open format.
