Now that I can use telnet why can't I cycle through entered commands like
under normal Linux sessions, security feature perhaps.

I'm guessing youre using windows telnet perhaps? Try putty:

the only real problem I have having is that I can't perserve the file
length, e.g education.htm looks fine under windows but copying the file
inserts the ~. I have mounted the floppy which I am using as -t msdos,
perhaps I should have done -t fat32 or something, to preserve filename
length.

Try mount -t vfat /dev/hdX /mnt/c
