I had this only yesterday (drove me mad for a while too!). Redhat uses tcp_wrappers to restrict inbound TCP connections. If you don't need/want tcp-wrappers, then the best thing to do is:

rpm -e tcp_wrappers (may need to reboot).

If you do want tcp wrappers, then you'll have to hunt for the config file.
