I'm in the lucky position of being able to approach that from teh other 
angle, IE produce an ACL that only includes allowed sites, in order to 
produce a waiting room Internet and intranet terminal.

The OS choice is easy, the browser harder, but probably Opera for the 
multiple documents, and the choice of sites a significant task.

Squid, whcih runs here and there, is a good tool.
