No, it's explicitly anti-commercial.  The GPL has no problem with
commercial use, only with certain forms of take-and-no-give
redistribution.

Theo makes a good point re Perl: if the M$ license applied to Perl,
then M$'s use of it would be clearly illegal.  Corollary: there
could be some scope for violating M$'s license and defending oneself
on the basis of Perl's license (that's Perl I was working on, m'lud)
- but IANAL.
