[LUG] making up filenames by time?

Supposing I want a shell script to save a file it has downloaded with a name
that includes the date/time/serial time number so as to differentiate teh
versions it gets?

file name at 2244 would be
/home/akm/html/2244test.gpg

What do I do with shell variables or ` date ` or whatever to do that, or is
there something built in?
I can do it in Python but I feel I should be able to do it with just shell...
