I'm not sure about LUG level, Lugmasters hasn't been overly involved.

The AFFS are discussing it frequently www.affs.org.uk

Key Linux people, have been active and vocal in their opposition to
software patents.

The folks over at www.ffii.org have put together a counter proposal,
which addresses the fact that some Euro patent offices have exceeded
their powers by issuing patents on software, by tightening the rules to
make it clear that software only patents are out.

Probably best to check out ffii.org, Ciaran O'Riordan is probably the
best contact for keeping in touch with others.

I think the counter proposal is quite clever, as it makes the question
not "why are you opposed to software patents" but "why should we have
them?".
