There are two basic ways - the easiest is already on the DCLUG site:

Easy-peasy configuration of mouse wheels. Works for PS/2 mice to enable 
scrolling using the wheel when using Xfree86-4.

in /etc/X11/XFConfig-4 go to the section "InputDevice" Identifier "Mouse1" and 
make sure "Protocol" is "IMPS/2" 
 
The other method is the imwheel package -
